As a Death Knight, in the starting zone, you can queue for battlegrounds and arenas.

When you leave the Ebon Hold Map (609), Death Gate spell is autolearned and the last quest gets rewarded which means you'll be able to leave the starting zone without completing it.

I think you shouldn't be able to queue at all, need more info.
