Bug description:
I can not start the quest The Emerald Queen (ID: 38377 ) . I have completed all the previous quests as they were shown online (ID: 38322 38148 and 38323)

The NPC for the quest appears there but I can not accept. same thing happens with quests in highmountain, I can not complete the quest Uniting the Isles 43341, without getting the reputation from this quests

As you can see in the chat, I tested all the 3 quests that are required for this one, as shown here https://wow.gamepedia.com/Val%27sharah_storyline
When I select Malfurion tho, I do not have the usual option to start the quest.

Please help I can not complete the story, get the required reputation, and access 110 content because of this.

Did you try to clear cache? This often helps in situation like this.

Yes, I tried to clear the cache, still it is not working.
My character is stuck now because I do not have the needed reputation in Val'Sharah. I only need 135 more.
