Bug description: eye of leotheras procs way more often than it should(2x/3x/4x proc on one cast and also sometimes procs on ticks from dots)

The internal cooldown of this talent seems to be the issue. It should proc with a 1sec icd. For example: a mage casting Comet Storm dies instantly because the talent procs 2-3 times with no icd.
Also, it shouldn't get affected by dot hits. It should only proc from the initial dot hit/as the spell itself says, "whenever they cast a harmful spell".
