[FIXED] [BRH] Amalgam of Souls 2nd phase

After [Amalgam of Souls](https://www.wow-freakz.com/npc_finder.php?npc=98542&name=amalgam-of-souls) enters its second phase it should not cast [Soul Burst](https://www.wow-freakz.com/spells.php?spell=196587&name=soul-burst) until all the adds die or the boss reaches 15% HP.

Phase begins ~ 2:20, they keep the add CC'd until ~3:30 where you can see the boss starts to cast the ability at 15% with an add still alive.
