[Bloodsail Buccaneers]Your First Day As A Pirate

Bug description: You cannot interact with the Bloodsail Buccaneers NPCs, including the NPC you have to turn in the quest at, while under the effects of the Piracy buff (that makes you friendly with the pirates while being below neutral.) It is also not possible to accept any of the other pirate quests as well.
Proof: As you can see in the screenshot, I am under the effect of the Piracy buff and the NPC in front of me is friendly. I just cannot interact with the goblin, no window or anything pops up. Looks unresponsive. NPC doesn't even turn to face you. Other than that, no one else has completed the quest on this server (although it's the start of an expansion...)




Since I cannot interact with any of the pirates, while I should be able to, this looks like a bug with the buff but for this quest, you have to be able to interact with them without having neutral or above with the Bloodsail Buccaneers.
