Bug description: An NPC is supposed to appear to give you a debuff that completes the quest after you jump into the water down below.
Proof: Didn't screencap. No NPC appears to give you a debuff.

You need to click on this the Pearl of the Depths in order to spawn Oacha'noa who gives you the buff in question (wowhead link)

No Autocomplete (I've tried to talk with https://www.wow-freakz.com/npc_finder.php?npc=26595&&name=toalu-u-the-mystic with no response), clicking on pearl does nothing etc.
