i buy one pattern mission of Ransa Greyfeather . and after my mission complete , give me this quest item ([Outpost Upgrade]) , but this item dont give quest for upgrade power of loa .. pls fix this quest

I am not sure if you are talking about the ([Outpost Upgrade]) Zul'jan Ruins, but after you go to you're ''Mission Command Table'' you should see a Mission there ''Upgrade: Zul'jan Ruins'' then, you have to send your Champions to attempt completing the Mission.
After you're Mission is ''Successful'' you will receive a Quest ''Mission Report: Zul'jan Ruins'' then you Return it to ''Nathanos Blightcaller'' in which he will begin the main mission to ''Honor an Altar at Zul'jan Ruins'' Where, you pick between 2 Shrines.

I don't know exactly what the Bug is, as there is no actual evidence provided, which would allow me to assess the ''Bug'' furthermore than what I did.
