[FIXED] [World Quest] Quest Templates

Seems that world quests are giving the quest templates as a reward alternative,

Basically instead of rewarding either -

* AP
* Gold
* Items
* Reputation
* War Resources

--------------

It is giving the blank reward by just rewarding players the reputation instead of any of them named currencies above.

The issue seems to persists no matter to ilvl or neck lvl.

Tests were done using -

* Fresh 120 lvl character with lvl 1 - 10 neck

* 330 + ilvl Character with 20 lvl neck

* 380 ilvl character with 40 lvl neck


***Note - This issue persist on Live and PTR***
