Hello, do I have to complete the whole quest line in Nazmir to do the quests in Vol'dun in order to get the reputation? Right now im at 4/8 story chapters in Nazmir, and when i go to the Dazar'alor i can't start quests in Vol'dun.

Yes, you need to fully complete a zone in order to advance to a new one.
