Bug description: Everytime when u cast first charge from chi torpedo..u dont get that +30% movements speed for 10 seconds, but once u cast second time chi torpedo u will get both stacks with 60% movements speed for 10 seconds.

Bug is visual. If you download addon called DejaStats you will see that you do indeed gain 30% extra speed after first chi torpedo.
