This happens when u shred at the exact time clearcasting procs, a bit annoying and can happen multiple times in a row if unlucky.

Confirmed.

The Clearcasting Passive is working fine in normal situations.

Clearcasting vs Shred
Clearcasting vs Swipe / Thrash

But if you cast Shred / Thrash / Swipe at the same time when clearcasting procs, it will also consume energy.
