[FIXED] [Druid] Travel Form PvP speed

[Travel form](https://testbfa.wow-freakz.com/spells.php?spell=783&name=travel-form) is affected by same auras that are in open world therefore travel form keeps same speed in PvP. Speed has to be -60% in PvP setting.

In PvP instance base druid [travel form](https://www.wow-freakz.com/spells.php?spell=165961&name=travel-form&debug=full) speed should be 140% at all times not 200% like it is right now. It only reduces it sometimes to 140% during combat in PvP. Which is an Open World + PVE mechanic.

This is pretty exploitable due to the fact that this is an instant 200%+ speed mount to carry a flag in BG or to run away from enemies.
