Island Expeditions mobs scaling below 120 level.

Bug description: Island Expeditions (normal) became unplayable for players with ~111-116 level because of broken mob scaling. Most of mobs there have 120 level even if our character is 111 only. It makes low level character to miss most of hits, and also to take higher damage (even a one shots) than it should be. I played a lot of expeditions on my 111 character in past week and mobs were scalled well, all of them were on 111 level.
