[FIXED] [Druid][Balance] Streaking Stars

Regarding wow database, [Streaking Stars](https://www.wow-freakz.com/spells.php?spell=272873&debug) is scaling only with [following](https://imgur.com/vKpbpPV) auras.

1) The base formula of the trait without Incarnation and without moonkin form ,should be:
3369 x n x 1.15(celestial aligment modifier) x 0.82 (druid balance modifier),
resulting that with one trait it should deal 3,177 damage.
Currently there is one more 1.15 modifier (didn't find from what aura), and because of that, the actual [damage is 3654](https://imgur.com/NLCEYeX)

2) The trait isn't scaling with Moonkin form that should add to the ammount of damage, aditional 10% ( x1.10), now, there is the same ammount of damage with / without moonkin form.

3) With [Incarnation: Chosen of Elune](https://www.wow-freakz.com/spells.php?spell=102560&debug) , the damage formula should be
3369 x n x **1.25(incarnation modifier)** x 0.82 (druid balance modifier), x 1.1 (moonkin form modifier)

Resulting with 1 trait a total of 3799 damage.

Now the actual damage with Incarnation is [2661](https://imgur.com/EebOCeU) , ~1.42 less than it should be, tried to figure out what's bugged, but the difference is way to big.
