[FIXED] [Paladin][Protection] Parry Scaling with Bonus Strength from gears.

Description of the bug
----------------
Currently the scaling of Parry from strength from gears is incorrect. Due to which Prot paladins are getting less parry. Currently it feels like parry is getting diminishing returns right from 0%.

How to reproduce
----------------
Compare parry gained from strength from gear from retail with our server

How it should be
----------------
Parry gained from strength from gear should be same as it is on retail. Diminishing return for parry should start after 5%

On Retail 1158 Strength from Gear gives 8.35% parry
On Our Server 870 Strength from gear gives 1.89% parry

Even with Ilvl difference the difference in scaling of parry is quite high.
