Currently the debuff https://www.wow-freakz.com/spells.php?spell=323347 (wowhead link) isn't working properly.

How it works right now:
You dispell it at any time and any stacks ---> It will jump and keep the stacks on the next target and will also increase the duration again which will basically make the debuff infinite until the person with the debuff dies.

How it should work:
If you dispell the debuff, the duration shouldn't refresh and the stacks should get set to 0.
