Stygian Ember should drop from NPCs & Bosses only when you kill them for first time in this week. Currently you keep getting Stygian Ember even after killing same boss/NPC for second time in same week.
Pretty much when you kill them for first time in this week then you should not be able to drop again Stygian Ember from that NPC/boss untill weekly reset.
