[Kyrian][Sanctum] Step of Faith

Bug description:

After researching level 1 of Tranport Network (Step of Faith) in Kyrian Sanctum Reservoir, the Haephus should give me quest Step of Faith, which he does not. Therefore, I have portal research and I can also see them on map, but I can't use nor see them visually because they are not activating.

Pick up the quest At a Moment's Notice, which directs you to go to one of your open portals and return to Bastion

Small note here, I've changed covenant and I have completed the Transport Network with my previous covenant (Necrolords) if that might have something to do with it.

Just chiming in here over 6 months later to say that it has nothing to do with your covenant change, as my Kyrian characters don't benefit from any step of that particular upgrade as well.
The companion and ascended challenge upgrades don't work either, but I'm assuming those have probably been reported countless times as well.
A lot of the Covenant benefits just don't work no matter which one you chose.
