Bug description: It doesn't let me talk with the npc, when the quest said that I how to do that.

The quest was autocomplete for me when I tested it, just had to return it to Matron Mother Malevolence nearby. Another pointer that it's working is the fact that the quest has been done by 23100 other players. Try abandoning it and taking it again, as well as clearing your cache.
