WoW Freakz spell link: Shooting Stars
Bug description: The proc should be consumed as soon as the druid casts Starsurge rather than when the spell reaches the target. Currently you're losing a proc if Shooting Stars procs in Starsurge's flight time making you hard cast the next one instead of being instant.
Proof: Extremely easy to test. Random balance clip that proves me right.

Also: Shooting Stars does not reset the next Starsurge's cooldown if it procs while casting Starsurge.
How it should work: If you cast Starsurge and during its cast-time Shooting Stars procs, the cooldown of your Starsurge should go off immediately and become instant.

The bug has already existed in Cata. I hope it will get fixed now, since Elemental Shamans got the same kind of problem with their Lava Surge.
