Bug description: Ethereal form doesn't need template to activate

Pre-phasing, that means before any loading screen if you change from any pvp talent from its tier to Ethereal Form, even though the cd doesn't go down to 45 seconds, you are still immune

for example if I use a tome in raid and I change the pvp talents I can get the immunity in raid
I am in ogrimmar and I am immune, how is that normal tho
