[FIXED] [Druid][Balance] Balance druid losing mastery bonus in PVP(identical to feral bug)

Bug description: Balance druid in moonkin form loses its bonus from mastery the second it gets in combat,bonus returns when he casts out and in Moonkin form,or unequips/reequips weapon,The bug is IDENTICAL to feral mastery bug
Proof: Videos with and without soul of the forest talent,showing loss of bonus damage of empowerments by exactly 28%-28% is mastery value in PVP

With Soul of the forest talent droping from 81% to 53%
