Bug description: the Thunder Focus Tea stacks are consumed in PVP when you cast Enveloping Mist using the PVP talent Surge of Mist (a PVP talent that makes Enveloping Mist instant). The tea stacks shouldn't be consumed if you are using that talent, since they both do the same thing (make Enveloping Mist instant)
