[FIXED] [Quest] Mail Legendary crafting quest chain

Bug description: Sometimes it is properly working and sometimes not

Whenever we turn in the quest https://www.wow-freakz.com/quest_helper.php?quest=46690&&name=the-legend-of-the-wardenscale, sometimes it might give the rest of the quest chain, sometimes not.
The worse part is, after it didn't give the quest chain for mail legendary material, if the next time we owns Armorcrafter's Commendation, the npc will refuse to give the dialogue, just like on the screenshot
Please fix this as soon as possible.
Ingame GMs told me to delete cache and disable addons, nothing works.
