Bug description: It's doing less damage, it should do1 18% over 4 seconds

So i did 49,75M damage with Rampage, i tested on dummy so it should be 18% form my total damage of Rampage.T21 2p did 7,12M and the correct damage should be 8,95M.

@Blyst @GM @DEV Let's go with the third try maybe this gets fixed.
