[FIXED] [Hunter][Survival] Harpoon; special DR category

Bug description: Harpoon and Charge must have a specific Diminishinh Returns category, right now Harpoon in in "Roots" category. so if I cast Ranger's Net 4 times, my harpoon root goes "Immune" but it should not.
its like if a druid root someone 4 times then a warrior charges it still should root target for full duration.

Proof: http://dr-wow.com/ see Harpoon and Charge are not in the "Roots" category. also i remember to read that back to WoD DR changes.

Also i noticed that if the target is moving really fast the delay to root the player means that he gets roted in one place and you get dragged in his past position
