Hy 2-3 questions here, i need some help

First:
It's normal to have on sword only 800 ilvl? I have 20 talent point at artefact trait. Now one point cost me 30.000 artefact, so it's normal to have only 800 ilvl?

Charge it's bugged? Several times when i press charge, i stay in the same position and charge has cd.

3rd:

How can i obtain 3rd relic slot?
I'm warrior and in skyhold i don't have any mission. Now, momently i have a champion and few recruits in garrison. I have garrison quest and i do few of them. How can i obtain the relic slot? On blizz was a chain quest, here i don't see one....
