I can't start Stormheim

Long story short:

Stormheim quest is missing from scouting map, in class hall.
I can't take it from Adventure Guide either
I wonder if any admins could "activate?" the quest start

Character name: Adinalovecat
(is a friend, I'm helping her out)

I checked if the quests are done with /script print(IsQuestFlaggedCompleted(quest_ID)). Noone of them are completed :/
