Bug description: Proc duration doesn`t stack,also the proc rate seems to be lower,

At minute 0:34 you can see second proc stacking with first one.
Also the proc rate seems to be much lower on Freakz then blizz,shaman mentain engine buff up from 0:17 until 1:29

The same buggs from 7.2.5 ,can`t find the old post.
