If the program is not working and as stated ahead , from the traceroute the problem really is from you .. i have a croatian friend on alliance , i tried to ask him to see if its not a "country to romania" problem but he told me he's been completly fine for the past week ( except sunday nights or when the whole server spikes ) but since you said it only affects you on wow freakz then i dont really know how to help you.

Eventhough my MS is high, im mostly fine w/e im doing untill i enter the raid, then my biggest problem start, its been several raids i just had to pass cause ive been frozen since we pulled first boss

What i noticed, i can actually raid normaly even with that high MS when there are less than 1000 ppl online and my ms goes down to 68, dunno if that has to do anything with the problem

Basically it works like this: more people in one place doing something like casting spells etc = more data sent/received = higher ping = lag spikes if your connection isn't stable enough (packet loss)

You should do 2 tests - one while "doing nothing", and one when you do a raid.

1. Run WoW
2. Run cmd and type:

ping wow.freakz.ro -t

3. Let it work for few minutes in background, let's say 3-4 minutes will be fine for this test.
4. Press CTRL+C in cmd to stop pinging host, and you'll see a summary (print screen it and paste here)
5. Do it again, but now try to join some raid and fight boss - repeat steps 1-4 (print screen again and paste here)

Check if there are some high ms values, or even more important - timeouts (they will be also summarized on yellow marked line loss %)

another thing, my friend logged my acc to see whats going to happen, he dualboxed his acc and mine and here is the SS http://imgur.com/a/OymNF , his acc is upper SS (21ms), mine is lower (279ms)

Im curious about that timeouts, did you check if they were like few in a row, or just in some random order between normal pings?

Average 90 ms isn't bad, I'd say it's pretty normal for not-ro player, maybe it's all about that timeouts, they might be the reason of your lag spikes.

About that dualboxing screenshots I have no idea, but I don't think that those tooltips with ms are accurate and always correct.

Someone is saying that switching to dx9 from dx11 helps, I don't know how it can be even related with lag spikes (maybe only with fps ones), but you can always try it -
