Bug description: I am really sorry to open this, but since a while I noticed the same old bug again.
The legendary does no longer increase mounted speed.
Maybe the fix on this wasn't enabled again or so, but still the wonderful speed during world quests or farming is gone.

Proof: Tested it with countdown and addon to show ms.

Need proof for this. It works perfectly. In case you are a paladin, https://www.wow-freakz.com/spells.php?spell=32223 will not allow you to benefit from Aggramar's Stride in case the bonus from it is BELOW 20%. Read the tooltip: "This does not stack with other movement speed increasing effects.". I just tested it on live, and in case the bonus from Aggramar's Stride is larger than 20%, it takes over and starts to give you MS.

Ok, then this is my mistake.
Somehow it always stacked with it and therefore you felt the push in movement.
