Bug description: Slow doesn't apply to everything within 8 yards of your target.Which makes the artifact trait useless.

That debuff should have been on all of the mobs.

Confirmed.

Slow should apply itself to all hostiles within 8yd of the target, if Sloooow Down is unlocked.
