Bug description: Artifact Trait - Freezing Rain - does not make Blizzard instant in BG/PVP. I also have the Honor Talent "Concentrated Coolness" (https://www.wow-freakz.com/spells.php?spell=198148&name=concentrated-coolness) Which should work, I reaffirm it because I was playing on the official server 7.2.5, I read that the proc is not activated with concentrated coolness, which is not true.
