[REJECTED] [Monk] [Class Order Hall] initiate da-nel missing from dalaran

Bug description: Quest 'Before The Storm' is the pre quest for quest- chain for Monk Class Order Hall, the NPC responsible for this quest is Initiate Da-Nel in Dalaran , he does not exist in WoW Freakz PTR https://www.wow-freakz.com/npc_finder.php?npc=98519&&name=initiate-da-nel so you cant take the quest chain, making monks not able to go to class order hall , spell not aviable anymore.

Is their any update or fix to this? Just entered new Dalaran with my level 98 Monk and handed in 'In the blink of an eye' quest to get the Dalaran hearthstone. Now Initiate Da-Nel is not spawning and I'm stuck with nothing to do to progress further.

EDIT: I've tried relogging, deleting the cache and zoning out and back in to new Dal.
