Bug description: Touch of Death damage isn't increased by your mastery or Hit Combo, the spell acts more like a joke now.
Proof:

Touch of Death should damage a player for 50% of the user's maximum health + mastery in both PvE and Instanced PvP.
Another problem is the fact that it doesn't even do exactly 50% of the user's maximum health as damage (PvE) but about 44-46% of it. If you Touch of Death a target dummy and you have around 1.950.000 HP, your Touch of Teath, instead of doing 975.000 damage + mastery, it does about 920.000 damage. Touch of Death always ignored armor from the target or dummies, so, the problem we are looking for can't be the armor.
