[REJECTED] Most of the NPC missing in Highmountain

Bug description:
My character can't see most of the NPC in Highmountain (no foes in Howling
Hills and Darkfeather Valley,no NPC in Skyhorn and the Obsidian Oveerlook, etc).
Even fly masters are missing.
I can't do the questline and it's very hard to gain repuation points.

I tried:
-Unstuck my character
-Unstuck my character with "remove from party"
-Abandon all my quests
-Delete my cache
-Wait one week
-Crying a lot
What should i do?

Wait until invasion is over.... That makes all the npc dissapaear...

Hello , have you started the Chainquest in Highmountain ?

I have completed "The Rivermane Tribe", "Riverbend" and "Secrets of Highmountain". I can't start other chapters because NPC or items are missing.
And they are no invasion.

You allready have 3 quests in high mountain go and find the npcs
