7.2 changes to this talent should remove the internal cooldown of 1cd and also enable multiple judgments to be consumed simultaneously.
Currently it seems to not work that way, tested with 2000% haste prot pala (who can cast 2 spells at same time due to SotR being off gcd) and still ticked 1 stack each second.

Couldn't test interactions between 2 or more palas yet, but if the internal cd doesn't work on 1 target this might be bugged anyway.
