Bug description: This spell should be dispellable by mages, priests well any class that has dispel. Right not its not possible to dispel it to lock a BIG heal which does a big difference in arena for an example.

I could only test it vs priest and didn't find any bugs.
Here my result:

First time I interrupted with silence effect (arcane torrent), which works fine because divine favor only prevents interrupt.
Then I got dispelled with dispel magic.

Maybe provide proof in which cases it did not work for you.

Tested again with mage and can confirm the bug:

Spellsteal doesn't remove the buff, while dispel magic of priest works.
Gonna rename this topic to Divine Favor vs Spellsteal and move it.

The spell cannot be stolen, however it should still be dispelled by Spellsteal.
