Bug description:
This is a quest in the Pandaren starter zone, I'm playing on a new Monk on the Felsong Legion realm.

I can't get this quest to work. I can pick up "The Master's Flame" from his hand as the quest says, but the quest objective to snatch it from his hand remains incomplete. I can burn "The Edit of Temperence" upstairs with it, but the quest objective to pick up the flame still isn't registering. So naturally I can't turn in the quest since the game still thinks I have missed one of the objectives. And thus I can't procede to the next quest in the chain.

Screenshot shows where I am, that I have the flame in my bags, and that the quest objective remains incomplete.

Workaround:
As bootzex discovered below, the key to completing the quest is to go directly to the edict upstairs when accepting the quest, and don't touch the quest giver to snatch the flame until you return back downstairs. Then the quest will complete, and we can continue the leveling!

confirm, the quest is not working and u cannot lvl as a pandaren.

can u fix this, it's from pandaren starting zone and it can't be skiped, i think it's pretty important!

I just finished this quest. After a few attempts.
This works for me:

01. Quest giver must glow after you take the quest. Don't touch it.
02. Go after the flag.
03. Go to quest giver. Touch it again and the quest will be completed.
04. Return the completed quest.

if there are x2 monk the quest stops working
