The legendary should increase the absorb amount if PW:Shield by 15%, this part is currently missing.
Proof:
No legendary

The increase in absorb is just the increased intellect but 15% more would be around 123800 absorb.

Proof simc:

effect #2 is increased absorb of pw:shield.
