Bug description: If you cast it on a friendly NPC, (=I tried it in Stormwind, on the guards) it causes the NPC to be in combat with you, however they don't attack. You can cast it on players too, but they don't seem to be taking damage.

Players won't take damage if they are not in combat. The debuff is scripted to be removed outfight.
(@guards) It actually does not give me combat on my priest, just red aggro frame but mounting still works, idk if there is even any bug here xD.

The interaction with this is strange, your character portrait goes red implying you're in combat after casting Shadow Mend on the guards but you don't actually get in combat, you can still mount up, etc.
I'll confirm it to low prio even tho it's not a big deal
