Bug description: I can't access the mission because Master Hsu is being an aggro dude with high stats. I don't know if it is the mission or the area, but yeah
Edit: I explored the area while dead, and it seems like Master Cheng isn't even in the area. Am I missing something?

The quest has been done by 4764 players @ Felsong, meaning that it's related to your character. As you can see, Master Hsu is completely Friendly. Abandon, reset quest, relog, clear cache and try again. Worst case possible, you can just remake the character as you're only level 20 anyway and it will take you ~10-15 minutes to get there again.
