Questions about Transferring Characters

Dear Game Masters

After the greetings , I have some questions about Transfer from other servers.
First questions is : Must I create a character with the same name , same race and same class of the old character on the old server ? ; or just same class and I can choose different race and names ?
Second question : The newly transferred Characters will be on level 105 , and you ask for a PvE or PvP geared and class Specialization , Does that mean These characters will receive only 1 Artifact weapon , or like others can have all Artifacts ?

just can't wait to apply my request for transfer , please respond.

You don't receive the artifacts from the migration.

You need to do the chain quest.
