Bug description: According to the quest chain, after completing Imbeciles Abound!, Chief Plaguebringer Middleton should give you the follow up quest The Forsaken Blight and You: How Not to Die but he doesn't. There is only a dialog option.
Proof:

Completed Imbeciles Abound!
