Bug description: I cant complete this quest because i already have all recipes from quests learned and the quest doesnt recognize this... So there is no way for me to complete it.
Proof:

List of recipes from wowhead: (+ at place i have recipe learned)
+Recipe: Salt and Pepper Shank
+Recipe: Dried Mackerel Strips
Recipe: Fighter Chow Morale Booster
+Recipe: Deep-Fried Mossgill
+Recipe: Faronaar Fizz
+Recipe: Pickled Stormray
+Recipe: Barracuda Mrglgagh

As you can see i have learned 6 required recipes and quest isn't complete despite fix being applied, i deleted cache from wow folder just in case.

Please go back at Nomi in Legion Dalaran. When you are near him he will complete the quest. Make sure you have all of his recipes learned

In order to trigger the event you must have the following recipes learned:
- Salt and Pepper Shank
- Deep-Fried Mossgill
- Spiced Rib Roast
- Barracuda Mrglgagh
- Dried Mackerel Strips
- Fighter Chow
- AND A Good Recipe List quest available in quest log
