[FIXED] [Shaman][Elemental][Spell] Lava Surge

Bug description: Lava Surge does not reset the next Lava Burst's cooldown if it procs when casting Lava Burst
How it should work: Whenever you cast a Lava Burst and during that cast Lava Surge procs, after you finish casting that Lava Burst it should immediately go off cooldown and become instant.

Druids' got the same problem with their Shooting Stars.
Lava Surge works fine in Asceendance. Not so much in caster form.
