Many players have dozens of accounts (I've seen players even with HUNDREDS of dummy accounts). Do I really need to point out what would happen if I were to award ALL accounts vote points? This was the easiest criteria to select accounts interested in vote points: those that voted in the last 2 weeks.
There is no correct selection criteria, but yours is definitely wrong.
