You get item according to your rate only at quest, not random drop. Random drop = max 840ilvl !

by quest you mean honor quests or weekly 10 wins

so it means when i will be honor level 50 and i wont move to the next prestige ima gonna have higher chance ?

Let me clarify:

The rewards from the 10 2v2/3v3 or the 4 RBG wins are upgraded by your ARENA RATING in THAT tier.
The rewards that you get from random drop (when you win a BG or an Arena), are upgraded by your Honor Level.
Anything above honor level 40 rewards the same item. Any level after prestige counts as being 40+ (even if you're prestige level 1 with honor level 2, you'll still get 840+ gear -> 840+ because it can titanforge)
