No hard knowledge about politics, but it does involve pretty basic knowledge about some things. Nothing that someone over 10 years old has never heard about in his life.

You've nailed that the stars refer to the European Union guys, you can move on to either decrypt "double case sensitive" or what the lines after I say that the riddle starts mean. Hint: Every line after that points to something different.
