Bug description: as u see this item must deal shadow damage in 8 sec. but seems like its chance is 0 . i tried to see it for 30 min but didnt work

its saying your ranged attacks and spells and you`re using it on a ret paladin, most likely the only spell on ret that could trigger it its judgement if even that.

Please use timestamps in combat log, this makes it easier proof certain bugs.
Your screens are kinda useless like that not showing when you used which spell.

The item description might be a little misleading indeed ("ranged attacks and spells") but with spells it actually means ranged spells.
You can try the trinket on holy pala, it should procc from holy shock dmg and then you see if it works.
